ARCO Construction Company recently delivered Sossaman Business Campus, a 330,500-square-foot speculative industrial development consisting of eight buildings on a 24.62-acre site in Mesa, Arizona. When the owner engaged ARCO, the project was significantly over budget and faced constructability challenges under its original plan-and-spec design. Through a collaborative design-build approach, ARCO identified more than $1.8 million in value engineering savings, helping bring the project back into budget and successfully delivering a campus positioned to serve the growing demand created by a nearby data center development.

Located adjacent to a major data center, the campus was developed to meet growing demand from contractors, suppliers, service providers, and logistics users supporting the region’s expanding technology infrastructure market. As data center investment continues to accelerate across the country, industrial developments located nearby are increasingly attractive to businesses supporting both data center construction and long-term operations.

Turning an Over-Budget Project into a Feasible Development

When the owner engaged ARCO, the project had been developed under a traditional plan-and-spec approach and was no longer financially viable. In addition to cost constraints, portions of the original design presented constructability concerns that threatened the project’s success.

ARCO partnered with the owner to evaluate the project holistically. Working collaboratively with the design team, ARCO identified opportunities to improve constructability, reduce costs, and improve the construction schedule while preserving the long-term value and flexibility of the development.

Strategic Value Engineering Solutions

One of the most significant challenges involved the roof structure package, which included a light gauge metal, proprietary roof joist and girder system that was significantly more expensive than a traditional system. ARCO ultimately redesigned the joist, girder, and roof deck systems, generating approximately $1.2 million in cost savings while reducing the construction schedule by an estimated two months.

ARCO also redesigned portions of the tilt-up system to create a more practical and constructable solution as the original design involved panels that were too large for erection.

Additional value engineering solutions included redesigning window openings within the tilt panels, resulting in approximately $200,000 in savings, and rebalancing the site’s grading plan to better utilize on-site material. By minimizing the amount of exported soil required, ARCO generated an additional estimated savings of approximately $450,000 while improving overall site efficiency.

Additionally, ARCO assisted in design-build speculative office buildouts, warehouse cooling, and high-bay lighting. Office buildouts were a value addition to the original project and completed during construction in preparation for immediate tenant readiness.

Coordinating a Complex Multi-Building Campus

Delivering eight separate buildings on a single site required careful planning and coordination. Each building featured a unique footprint, creating additional complexity throughout design, submittal, and construction activities.

Tight spacing between buildings required extensive coordination during tilt-up operations, crane activities, steel erection, and site development. Some buildings were located only a short distance apart, requiring detailed sequencing to safely and efficiently execute panel erection and structural work across the campus.

Existing overhead utilities added another layer of complexity, impacting earthwork, tilt-up activities, steel erection, and stormwater improvements. ARCO carefully coordinated construction activities to maintain progress while minimizing disruptions.

Designed to Support a Growing Technology Corridor

The campus was designed to provide flexible industrial space for a variety of users supporting the surrounding technology ecosystem. Building sizes ranging from approximately 23,800 to 59,000 square feet accommodate a wide range of operational requirements, while modern industrial features, including dock and drive-in loading, tilt-up concrete construction, and electrical service ranging from 1,600 to 2,500 amps per building, provide long-term flexibility.

Its location adjacent to major data center infrastructure creates a strategic advantage for contractors, equipment suppliers, maintenance providers, and logistics operators seeking proximity to one of the region’s fastest growing technology hubs.

Results

Through a collaborative approach, ARCO transformed an over-budget plan-and-spec project into a successful speculative industrial development positioned to capitalize on growing technology-driven demand.

ARCO Construction is proud to announce our partnership with Fare Foods, a full-service amusement food and concession supplies provider, on the construction of a new ±50,060 SF office and cold storage facility in Du Quoin, Illinois.

This new development will include:

  • ±2,480 SF 42 Cooler
  • ±5,860 SF 10 Freezer
  • ±3,660 SF 42 Cold Dock
  • ±6,000 SF Vehicle Maintenance Facility

Fare Foods’ new facility will be constructed using concrete tilt-up panels with Insulated Metal Panels (IMPs) installed inside. IMPs deliver high performance while providing faster installation and a more cost-effective option for cold storage facilities.

This new facility represents a significant step forward for Fare Foods, expanding their operational capacity while reinforcing their long-standing presence in the Du Quoin community.

When guests stepped onto the jobsite at Campfire Ranch Little Sugar last week, they weren’t just seeing a construction project, they were experiencing the momentum of Northwest Arkansas growth firsthand.

ARCO’s Northwest Arkansas team had the honor of partnering with Campfire Ranch in hosting an exclusive sneak peek, welcoming community partners, local leaders and media to tour the soon-to-open lodge. From the start, our focus, alongside developer Blue Crane, has been on restoring the historic E. Fay Jones property with the care it deserves while ensuring the schedule stays on track for Campfire Ranch’s October 10 opening, in line with Life Time Fitness’ Big Sugar Classic.

Partnership in Action

The event was a showcase of Campfire Ranch’s vision, with their team leading the way in sharing the story behind the project and its role in Bella Vista’s growth. ARCO was proud to be a partner in that effort with preparing the site and supporting pre-event and onsite logistics.

To prepare for the event, ARCO Superintendent James Hanus ensured the site was safe and welcoming for guests, while Project Manager Britney Oliver has kept the project moving forward — a glimpse into the teamwork that makes ARCO’s approach to complex renovations possible.

Guests toured the property’s seven upgraded lodging rooms, communal lounge and dining areas, and the reimagined back patio featuring a sauna and cold plunge. The design intentionally nods to the property’s mid-century modern roots, with sustainably sourced vintage furniture and thoughtfully preserved details that honor its history.

And of course, location is everything. Steps from the Little Sugar and Back Forty trail networks — with more than 100 miles of biking, hiking and running trails — the lodge will serve as a true basecamp for outdoor enthusiasts.

With five years at ARCO, Dave brings a strong foundation of experience working directly with clients and field teams, navigating complex construction challenges and helping guide projects from concept through successful completion. Having recently relocated to Northwest Arkansas with his family, he now brings that hands-on perspective and relationship-driven approach to supporting growth across the region.

Leveling With: Dave Liddick

To mark this transition, we sat down with Dave for a quick Q&A to discuss how his background influences his approach to business development, what excites him most about the future of development in Northwest Arkansas, and what he believes sets ARCO apart.

You’ve recently stepped into the role of ARCO’s Northwest Arkansas Business Development Manager. How does your background and Northwest Arkansas resident shape the way you approach this new role?

I think developers and the real estate community in Northwest Arkansas enjoy talking to someone who understands the details of construction for a project. With my experience and past role, I’ve been a part of a wide variety of project details.

That experience lets me look at a project early and not just talk about possibilities, but identify risks, sequencing issues, and cost drivers sooner. Being local to Northwest Arkansas we understand subcontractor market, the municipalities, and how projects move through this region. My goal is to bring that practical perspective into conversations from day one so our clients feel confident in the path forward.

What do you think sets ARCO apart in delivering successful design-build projects?

What really sets ARCO apart is how strong we are on the front end of a project. We’re not just reacting; we’re planning with intention from the start.

We’ve worked in almost every major market across the country. ARCO is used to navigating different building departments, timelines, and expectations. That experience translates really well in Northwest Arkansas, where each city operates a little differently.

On top of that, ARCO has built such a wide range of product types that we’re rarely starting from scratch. If a client brings us a challenge, chances are we’ve experienced similar before and we pull from that experience to offer solutions that are both practical and efficient.

What are some of the biggest challenges or considerations unique to Northwest Arkansas development and construction?

One thing we’ve experienced in Northwest Arkansas, especially with the recent large campus work, is that there’s no shortage of labor, but there’s a wide range in quality and capability across the subcontractor market.

The challenge isn’t finding partners, it’s finding the right partners for your specific project. That’s where experience really matters. Knowing who can perform well, who communicates, and who can keep up with the pace of a job can make or break a project.

A big part of what we do is help clients navigate that landscape and build the right team from the start so there are fewer surprises down the road.

What excites you most about the growth and opportunities ahead in the Northwest Arkansas region?

ĚýThe exciting opportunity for Northwest Arkansas is the balance within the region. Bentonville, Rogers, Springdale, and Fayetteville all have their own identity and growth patterns, so when things reach a point in one area, they tend to pick up in another. That balanced stability is great for long-term development.

From a construction standpoint, there’s also a lot of variety: different product types, different site conditions, and some unique environmental challenges. The variety of growth keeps things interesting and creates opportunities to bring creative, experience-driven solutions to the table.

When you’re not at work, where can we usually find you?

I like to get my lifting and jiu jitsu done early in the mornings so I’ve handled the hardest part of the day before work starts. After work, time is usually centered around my wife and our six‑year‑old son. I have a mat space in my garage, which helps me keep my favorite things close to home. My wife and I met in Montana, so spending time outdoors has always been part of who we are and a reason we enjoy calling Northwest Arkansas home. When we’re not in the gym, we enjoy getting out to Beaver Lake and the Eureka Springs area.

ARCO Construction is proud to partner with Capital Bay Partners, Foundation Capital Partners and Raith Capital Partners, LLC on Horizon at Skyway Commons, a commercial tenant improvement project set to enhance one of Surprise’s most active industrial corridors. The project includes constructing ±1,800 square feet of speculative office improvements and warehouse upgrades across an existing ±135,000 SF building.

Horizon at Skyway Commons represents a continued investment in the city’s industrial market. The renovation scope includes upgraded lighting across the warehouse, installation of dock equipment, improvements on existing overhead doors and levelers to boost long-term flexibility for future tenants.

“This project reinforces our confidence in the Phoenix industrial market and our commitment to delivering high-quality, forward-thinking spaces,” said Brandon Pike, Managing Partner at Capital Bay Partners. “Horizon at Skyway Commons is designed with future tenants in mind — flexible, functional, and ready to meet the evolving needs of today’s users.”

Construction is scheduled to begin in August, with substantial completion expected by November 2025. The team has already kicked off design and permitting efforts, with the first submission to the City of Surprise submitted in April.
